No normal monster drops candy canes to my knowledge, rather you can get them from collectors for common monster drops like Signed Gargoyle Skulls and Charr Carvings. However, it is still unknown which items will be required this year.

I don't know, but I just logged in and no winter theme yet. I heard people saying it starts 24:00, but not sure about that. Anyways, I still have some homework left, first I'm fixing that before the event really starts and then crazy farm some candy cane with my Uber godmode Ritualist.

Candy canes don't drop from monsters - Candy Cane Shards do though. They can drop from pretty much any area from the participating chapter (Tyria for sure). You turn candy cane shards in for other stuff, including candy canes.

If it works like last year, you can trade in candy cane shards (which drop from all kinds of shards) for the candy cane weapons. You trade other monster collectibles (gargoyle skulls, charr carvings, decayed orr emblems, etc.) with other collectors for eggnog, spiked eggnog, candy canes, snowman summoners, etc.
But to answer the OP's question: no, event hasn't started, so we don't know for sure which items will trade for what. |

Last year you could get shards from anything and everything. I remember picking lots of them up along the way while farming Charr and Grawl and Gargoyles and whatnot for their collectibles.
